How to set windows-like keyboard shortcuts in debian?

Hello. I decided here at my leisure to study linux, the choice fell on debian with kde. Installation and configuration were successful (not without dancing with a tambourine, but I did it). But I ran into this problem: when working in windows, I use hot keys very actively: win+r, win+e, win+l, win+d, win+pause, ctrl+shift+esc, etc. Naturally, in debian, most of them did not work (like win-e opens a new file manager window). And in general, the win key is very much deprived of attention, most shortcuts are hung on ctrl + alt + .... This also creates problems in some programs, for example, in intelij idea, code formatting by the ctrl + alt + l combination does not work, which in linux answers for blocking the workstation (on the official forum it is advised to disable this combination in Linux, then the idea will work fine). Is there any way to change these combinations? I was surprised when I went to google on this issue - the maximum that is offered is to change the combination of changing the layout. I thought that linux is the most flexible system, where you can customize any, even the most insignificant detail, "for yourself."

Some strange problems. There are so many settings in KDE that you can drown in them.
Have you tried looking into the KDE settings? There, keyboard shortcuts are also configured (for the environment itself; applications themselves are responsible for applications).
