How to set up vsftpd - for 1 user?

Please write an algorithm how to properly configure vsftpd so that you can connect to it using a specific username and password in its (home, I think so) folder - where you could actually upload and download files. Naturally, I would like this user to be limited in movement to the root of the server.
Now it turned out that I was able to connect using a specially trained user account to the desired folder, but I could not create anything there when I set the rights to the folder - I was shown an error:

500 OOPS: vsftpd: refusing to run with writable root inside chroot()

If I comment chroot_local_user=YES in vsftpd.conf, then I log in normally and can transfer files, but it turns out that the user is not limited only to his home directory.
Orientation please =/ I'm stuck :(
