How to set up vpn on android for selected apps (the rest without network)?

Is it possible to set up vpn on android 8 for selected applications, while the rest (including system ones) will be without access to the network. vpn goes to your vps.
There is no root , there is a firewall ( NetGuard - no-root firewall ), but it works on vpn api and will have to turn off when connecting to another vpn. And it is required to save the firewall functionality in the system.
