How to set up VPN inside VPN through Proxy?

I use the Internet through a VPN. After connecting to the VPN, there is a connection to the proxy server inside the VPN. The proxy only accepts HTTP traffic.
Is it possible to set up a connection to an external VPN server on the Internet through this connection? Purpose: to open closed ports and allow other protocols (FTP, SIP, etc.). If possible, please describe how to do it?

The task is not entirely clear. As far as I understand, is there an Internet behind a proxy, somewhere in which there is a VPN to which you need to connect? Because sorry, but recursive VPNs are for those other perverts. In any case, if the proxy cuts all traffic except HTTP, then it depends on how it cuts. If only by port, then open ssh on the 80th port and forward the tunnel through it. If the headers are read at the same time ... Then I won’t say anything for sure, I heard something about traffic masking, but I would have made my own client-server on my knee, which simply slaps standard HTTP headers on packets, it should work. Well, a little strapping to throw an ssh tunnel through this disguised channel.
