How to set up VOD server in Nginx, m3u8 return?

With the help ffmpeggenerated from mp4a set tsof files.

I now calmly receive all these files as statics and the video plays fine.

Now I can not understand, do I need it nginx-rtmp-module? Or is tsit normal practice to give these files as static?
Hotlink protection, bandwidth limiting, I'll do it.
