How to set up tire delivery options in Yandex Market without breaking the rules?

The situation is quite classic: there is a tire store, it is located on Yandex.Market.
Delivery conditions are as follows: 4 tires are delivered free of charge, less than four tires can be ordered, but you will have to pay for delivery or pick up at your own expense.
Previously, the settings in the Market were as follows:
The delivery option is enabled in the account, delivery is free.
For each position in the XML file, the following parameters are written:

<min-quantity>4</min-quantity>

Then the following happens. A check comes, a person moves from an ad on the market to a position where four pieces are not available, but there are three. The site allows you to order three. But, since there is no free delivery when ordering three tires, we are being molded with a critical error.
I talked with Yandex support for a long time, trying to find out how to set such settings so that we can offer free shipping for a set of tires, but not for every tire. I thought it was a trivial task. But it was not there.
Yandex allows you to make two delivery costs, depending on the delivery time, or depending on the amount of the order. But that doesn't help, as the tire price range is too different. Let's say cheap tires cost 3 thousand / piece. That is, free shipping will be from 12 thousand. But expensive tires can cost more than 12 thousand per piece. And the margin from them will not block the cost of delivery.
Yandex offers this option: remove delivery, leave pickup, and leave a note
<sales_notes> "При заказе от 4 шт. доставка бесплатная."

But there are pitfalls here.
Firstly, if a person searches for tires by filter and checks the free shipping box, then the store's offers are not displayed.
Secondly, ceteris paribus, self-delivery offers will be displayed at the very bottom of the search results, which reduces competitive advantages.
We suggested, by analogy with many stores, to leave free shipping by writing to
<sales_notes> "Заказ менее 4х шин - по согласованию."

But Yandex representatives said that with such settings, we could again be slapped with a critical error.
