How to set up routing to microts between offices?

There are 4 offices, each with its own subnet.
Offices are connected to each other via l2tp + IpSec. Star connected. The main router has a subnet 192.168.0.0/22
​​The rest are respectively
192.168.4.0/22
​​192.168.8.0/24
192.168.20.0/24
From subnet 0.0/22, pings go to all networks.
But other subnets see only subnet 0.0/22
​​How can I make connections between other networks possible without using NAT?

On all, except the central one, register a static route 192.168.0.0/16 through the central router.
