How to set up remote debugging on Android phone with Chrome PC?

Good afternoon!
Faced a problem while remote debugging on Android phone with Chrome PC. I do everything according to the instructions https://developer.chrome.com/devtools/docs/remote-... , but I can’t go through step 2. On the mobile device, confirmation is not requested, they say to allow debugging using USB from this computer or not, Chrome inspector does not detect the device.

• Installed the driver for Windows SAMSUNG USB Driver for Mobile Phones
  
• USB debugging enabled, android version 4.4.2.
  
• Samsung galaxy s4 mini phone
  
• Windows 8
  

Any ideas why this is happening?
