How to set up remote access to mysql database?

MySQL

Transferred sites to a new system with ispmanager and recently changed ip addresses in DNS zones.
I set up remote access to the database in ispmanager.
The python script worked fine before, but now it gives a connection error.

pyodbc.Error: ('HY000', "[HY000] [MySQL][ODBC 5.3(w) Driver]Can't connect to MySQL server on 'website' (10061) (2003) (SQLDriverConnect)")

What else can prevent access?
PS: On the same hosting there is a virtual hosting with ispmanager and the settings are the same there, everything works. Here is a VPS with ispmanager and a new OS, ip addresses were updated instantly, I saw new sites through the browser.
