It is necessary that calls to Moscow city lines go through the first trunk, and all the rest through another trunk.
As I understand it, you need to register the codes of Moscow in Dial Patterns that will use this Route for the Moscow trunk. Everything that does not fit this rule will go through the second trunk.
The question is what should be entered in the fields to create a rule for code 495?

In your case, you need to enter 495XXXXXXX in the match pattern.
Then (if you leave prepend 7 and prefix 8), FreePBX, having received conditionally 84951234567 from the internal subscriber, will discard the first 8 from it and replace it with 7. 74951234567 will go to the trunk
