Rent a VPS server from providers in the USA. As for the IP under the state \ city - I'm not sure that they have such a service, you need to read the hosters. Next, linux is installed there, and the OpenVPN server software is installed on it. Firewall is configured.
Next, connect your PC to this VPN - and it works.
