How to set up NTLM authorization on an IIS server in AD?

Hi everybody! Unable to configure authorization on iis server.
if you go by ip or localhost or NetBios-name then authorization passes.
if to come through FQDN a name login\password does not accept.
The server is configured for Windows authentication, NTLM providers, Negotiate (because authorization will come from other networks, not domain computers)

tried to do as it is written here
did not help

Look to which security zone in the IE settings, from where you are trying to log in - belongs to the FQDN.
PS - Google for "ntlm with fqdn" gives a lot of results.
