How to set up mailto: in google chrome?

I noticed that in Google Chrome, the mailto links stopped working: and the mail does not open.
I didn't find a solution on the Internet. Help with settings.

Handlers/configure handlers

1. Go here: chrome://settings/handlers and kill all interceptors there.
2. Go to webmail and see a notification about the interception of mailto links, answer in the affirmative.
3. If Windows, then a Windows window will open with a Windows interception of mailto, change the interceptor to Google Chrome.

There is an empty window, how to set it up?

It's empty there

I saw on someone else's machine in settings / handlers it was also empty, and did not understand why.
mailto in windows was specified for chrome though it hardly matters.
