How to set up load balancing between terminal servers?

Good day,
There are 2 terminal servers, I want to set up balancing between them.
I looked at the session broker, it just looks where there are fewer sessions
. There are NLBM, but it only looks at the channel load.
Is there something that looks at the load on the server (percent / memory / screw) and, based on the specified load threshold, scatter users?
