How to set up LAMP on WSL with Internet access?

Guys, tell me, I really need help.

I recently purchased a domain on nic.ru, where SSL is also obtained DNS nic.ru. So, is it possible to somehow raise LAMP to the Internet on your computer, having DNS and a domain?
The problem is that I have a dynamic ip.
If possible, then throw at least some article.
And yes, if anything, my Linux (Ubuntu) works through WSL.

PS Just don't say that it's better not to do blah blah, yes, I know, but I need experience and remote development, so it's hard for me now without it.
*PS And yes, I know that VPS or ordinary Shared hosting is much better than my idea, I just don't want to spend money on it now while development is underway.

somehow it’s not very clear you are talking about money
and you buy a domain in nickname ru where they are from 600 rubles instead of 180 like other
dns you buy from nickname ru although they usually
buy a free certificate from all domain sellers from nickname ru, although now it gives out from letsencrypt for free
and after all this, you don't have five bucks to pay for your wp?

Experience is better to get on viable configurations. Almost anyone can afford 2-3 euros per month.

You will at least need to buy a static IP from the provider, this is at least 100 rubles on top of the contract.
It will be easier to take vds for $1. I would have thrown off the link, but the toaster is locking .. google it
