How to set up FTP on a Debian server?

Was clean Debian 8 minimal.
I started installing vsftpd according to this manual - https://wiki.debian.org/en/vsftpd . It didn't work out. Couldn't connect.
Then I tried to install proftpd according to this manual - https://helpdesk.infobox.ru/Knowledgebase/Article/... . It didn't work out again. The same thing - I can't connect to the FTP client... Then let's
stop at proftpd. What is the problem?
