How to set up filters in Opencart 2.3?

The site should be filtered by color.
Filters were added in the admin panel, color was specified in the product properties. In the Category layout, the filter is enabled.
But already on the page of subcategories there is no filter by color.
How to enable it on those pages where there is a product and remove it on the category page where there is no product

Are you using a standard filter?
Added to child categories too?
You have a counter of the number of goods there. If there are 0 products, do not show the filter.
Better put some kind of filter module: Ocfilter or MegaFilter. They will remove some of the questions about the filters that you will have later.
