I don't know the exact reasons, but Swing has been deprecated and replaced by JavaFX a long time ago.
I don't think anything has really changed here.
Project -> Export -> Runnable JAR file (or just JAR file) -> "Package required libraries into generated JAR" checkbox -> Finish
