I translate into Russian: "php is not an executable file and blablabla". This is a Windows error message. Windows works in through-ass encoding.
The encoding is not corrected in any way (or by executing "chcp 65001" in the console before executing the batch file).
The error is corrected by adding php to the PATH environment variable or by selecting the original phpcs executable php file, which is referenced in the sabzhe batch file in the bin folder.
