How to set up CLIPS on Redback SE100?

It is necessary to configure "CLIPS" on the Redback se100 router so that the user, without making any settings when connecting to ethernet, without billing, immediately gets access to the Internet with a white ip address issued from a specific pool. Also available is Cisco 10000, perhaps this functionality can be implemented using IPoE. Help advice.
