How to set up Apache to run a Django project?

Hello! Please help me figure it out.
There is a task to launch a Django project on Apache . Unfortunately, I can't use other web servers.
When starting Apache, it gives an error: I am The requested operation has failed.
using:
Apache 2.4 (x64)
Django 1.10.5
Python 3.5.2
mod_wsgi‑4.5.15+ap24vc14‑cp35‑cp35m‑win_amd64.whl
Windows 8.1 (x64)
What I did:
I am in the httpd. conf changed Listen 80 to different values, nothing helped. The problem appeared after I added the following entries (without them, Apache starts):

LoadModule wsgi_module modules/mod_wsgi.so
# Virtual hosts
Include conf/extra/httpd-vhosts.conf

Maybe downloaded the wrong mod_wsgi ? Can this cause an error? I renamed the mod_wsgi.cp35-win_amd64.pyd
file from the mod_wsgi‑4.5.15+ap24vc14‑cp35‑cp35m‑win_amd64.whl archive to mod_wsgi.so and put it in the Apache modules folder. This is what the error.log file looks like . Didn't notice anything suspicious. Who can advise what?
