How to set up an automatic connection to the Internet when you start your computer?

On a home computer, the connection occurs at the boot stage, before logging into the account. On the computer of a relative connected to the same provider in the same city, the connection is made through manually creating a high-speed connection after each turning on the PC and logging into the account.
At a minimum, I would like to have an automatic network connection when you log into your account. Creating a shortcut with its further placement in the startup directory does not help, as well as calling the shortcut itself after rebooting the PC.
Ideally, you want the network to connect when you turn on the computer and before logging in to your account, as it happens on my home PC. This is necessary in order to be able to remotely connect to a computer using TeamViewer after simply turning on the computer, because. on the other end, the entry into the child's account is time-limited by parental controls.
Windows 10 system. Please direct me to the right train of thought, because. I don't understand why connection occurs by itself at one address, but not at another.

If the task is exclusively in this, then simply throw a connection shortcut with saved parameters into autoload, or a batch file with rasdial.
Ideally, the network should be connected when the computer is turned on and before logging into the account, as it happens on my home PC
But this can be done only with the help of a router. Connection, no matter how you do it, will occur after logging into your account.
Although .. it is possible to do this using some crutches - https://geektimes.ru/post/178313/ , but this is difficult and not always reliable.
Direct, please, to the right course of thought, because. I don't understand why connection occurs by itself at one address, but not at another.
In one case, the connection takes place on the router and on the computer, respectively, there is always access to the Internet.
In another case, when the wire from the provider is plugged directly into the computer, the connection must be installed on the computer, for this you need to download the OS and log into your account.

Options.
1
"manually create a high-speed connection every time you turn on your PC and log in to your account."
figure out why the connection is not saved and check the box to connect automatically.
2 write a batch file that will create a connection, convert it into an exe, add it from the service.
3 the same script with the functions from option 2 and add it to the gpo so that it starts when the PC is turned on.
