How to set up a Windows 10 environment for Drupal development?

Can you please tell me how you set up the environment, in particular, to work with Drupal 8? Interested in setting up in a Windows environment; I myself use Windows 10 1809 LTSC + OpenServer.
I was able to find two <more modern> options:
a) Install WSL v1, install composer, php, mysql and so on - as in this video .
b) Raise a virtual machine with full-fledged Ubuntu, install IDE + Docker4Drupal - like here .

One OpenServer is enough for Drupal development.
