How to set up a VPN in a special way?

Hello!
How to set up a VPN server in which all nodes will be independent. At the same time, identification, encryption, access rights and routes are configured on the server. When the client connects to the server, the server sends configs, paths, routes of network nodes. It is also important that the server needs to be configured only once, and when connecting new clients, only them must be configured. ONLY connections to its network go through the server, and all other connections go directly!
Requirements:
1. Authentication and encryption!
2. Support both L3 (IP) and L2 (Ethernet, *Frame Relay, Tocken Ring)
3. OS support: Windows, Linux, Mikrotik and Cisco hardware.
How to implement this, what protocols and technologies to use and what to do?!
