How to set up a virtualenv for flask in windows & Access Denied?

There is Windows 7 and python 3.2.
I was going to try flask: it turns out that version 3.2 is not supported.
I read that it's ok to install different versions of python at the same time. I install version 2.7. Do I also need to install virtualenv there, or is it okay?
Then I try to set up the environment with the second python:
virtualenv -p C:\Python27 env_name
Gives WindowsError: Error 5 Access denied.
Am I doing everything right, and is there something wrong in Windows (I run WindowsShell as Administrator - does not help)? If yes, how to overcome it?
Or have I configured something wrong somewhere else?

virtualenv -p C:\Python27\python.exe envname
As far as I remember, you need to specify the full path to the binary.
In general, it's strange, I have Flask running on Python 3.4 on both Windows and Linux.
