How to set up a USB 4G modem so that it connects to only 1 IP address when accessing the Internet?

Given USB LTE modem.
Interested in connecting from a modem to an external network. For example: no matter what sim card is in the modem, no matter where it is inserted (PC (windows / linux), router), it should connect only to a specific ONE IP address on all ports, other resources should be blocked.

the modem does not have such functions. you need a router and firewall settings. if we have a simple usb modem.
although on alik it probably has a built-in router and a firewall

In the router, you can bind it to the static address you need by the MAC address of the modem, if the router has such settings.
As far as I remember, all Mikrotik are able to organize connected modems in this way.

Similar functionality can be done on Huawei devices that can be modified. As an option - Huawei E3372.
