How to set up a tunnel connection?

I'm trying to set up a tunnel connection, I start the connection via plink, but when I connect to localhost:1821, for some reason, another port is automatically assigned. Details on screen.
What could I be missing?

For sure, on the computer where you are forwarding the port, it is already in use. See if there are any services using port 1521, and also check if this user has permission to tunnel!
