How to set up a server on Gentoo?

They handed me a server on gentoo (with ssh access). It blocks some sites (if not all), giving out its page instead. What does it block and how to set it up?
Actually, I don’t even know where to dig.

Ask the system administrator to solve the problem =)
On the subject: the server can only block if the traffic passes through it. Determine how it serves clients (proxy, vpn, nat). And already starting from this, solve the issue of setting acc. software in terms of blocking.
