How to set up a reverse ssh tunnel?

How can I establish a connection to a local network machine bypassing the firewall? I know that in the opposite direction (that is, from the network to a host from outside), you can establish a connection using an ssh tunnel to a local server that has Internet access, and thus bypass the local firewall. But how to establish an ssh connection from outside to a local server in a closed network?

You still need to have access to a host within the network. On a computer within the network:
on the computer from the outside (on which the reception must be sshd)
ssh localhost -p 2222
