How to set up a RESTFul server?

Please tell me what is the best (faster and more efficient) way to write a RESTFul server?
The server is required for the mobile application. android, ios, windows phone.
The functionality is basically trivial. No authorization. It's just giving data according to certain parameters.
I have development experience in java, c++, php, but I am ready to listen to any interesting suggestions.

on the slim framework it is very easy to do everything.
