How to set up a proxy server for my tasks?

Greetings.
There is the following scheme: a normal /24 network with one gateway to the Internet. Also in this network there is another router with access to the Internet. It is necessary to raise the Proxy Server, which listens on one of the network machines and, when working through it, sends traffic through the second gateway.
At the moment I tried 3proxy, but it's not clear how to point it to a specific gateway on the network. The following setting does not work:
internal 192.168.0.66 - the address of the machine with 3proxy
external 192.168.0.200 - the "second" gateway to the Internet.
The task can be solved not only on 3proxy, any software under Windows Server 2012/2016 will do.

look towards HAProxy it works with both http/s and tcp

To do this, you do not need to configure anything in the proxy, it is enough to specify the second router as the default gateway in the OS and configure NAT on it.
