How to set up a proxy network?

I don't quite understand the issue. For the purposes of parsing, you need a bunch of proxies (not purchased, but preferably ours, private, password-protected).
We take, let's say, two dozen vps in different regions.
For each VPS, you can rent several ip addresses. And how can there be several of them in virtual machines? Do virtual adapters appear in the system?
What software to use? What could be run on a proxy server for each ip?
(Or maybe there are hosters who can provide such services directly as a package?)

SQUID to help you if you want.
There are hosters that provide a package - awmproxy.com
Our project works through it.

Each interface can have multiple addresses (called secondary). By asking a technical support question, you will receive the exact command that needs to be entered in your case. On Centos, an example is here . You will also have interfaces like eth0:1, eth0:2... . And then bind the proxy to these interfaces (or addresses?)
You don’t need a package for this, since everything is done quite simply by hand
