How to set up a PC so that the server on this PC is visible on the Internet?
How to show the site to the downloader if he is on the other side of the world? If this cannot be done due to a dynamic ip (which changes), please explain in more detail why?

1. Check whether our IP is dynamic or "gray" (behind NAT).
2a. If gray and we are behind NAT, then no way.
2. If the IP is dynamic, then configure Port Forwarding on the router (port 80 for HTTP) or stupidly put DMZ on the internal IP of the computer.
