How to set up a multilingual site?

I have a WordPress site in Uzbek. We have two alphabets in Uzbek: Cyrillic (Қ,Ҳ,Ғ) and Latin (Q, H, G'). For many sites, we have the Ozbekcha/O'zbekcha widget. That is, the switch case, writing. I installed translators, but there is only the O'zbekcha option, there is no Cyrillic option. Only Yandex has it, but the widget is not built-in and inconvenient. Here in Habré I saw that someone changed this widget. If I don't find anything, I try to use it. I installed Polylang and other plugins and even made changes to the source by adding the uz_Cyrl or uz_Cyrl_UZ locale, but it didn’t work out. Here, how should I be, what to try?

This is usually done as two different languages. Because it is difficult to implement two variants of the alphabet within the same language.
The Serbs made themselves such a plugin https://wordpress.org/plugins/serbian-transliteration/ - they also have a similar problem in the language. And this plugin is adapted for different languages ​​(but, alas, there is no Uzbek there). Perhaps it will be possible to create a separate switch through it.
