The essence of the issue is to connect two offices, at both ends of mikrotik, l2tp raised, the routers themselves ping, but there is no access to the local network .... Please help with advice! Thank you !

You just have to register the routing table of the two networks on your routers. To tell router 1 that such a network is available if it accesses the ip vpn of that router and vice versa.
Here is an example for understanding

l2tp - originally a client-server
IPsec idea - server-server

Write routes on each router and tell them where, who, to look for.
I'm setting up OSPF, I'm forever writing routes with my hands :)
And most importantly: what do you want from this connection?

It is necessary that the remote office has access to the server (network share, consultant). Prompt as then it is better to make... ipsec can work by itself without l2tp? Thank you !
