How to set up a metric for a goal?

Hello! Set up a composite goal for the metric, Go to the basket - Entered data - Placed an order all 3 pages contain url: contains - Go to the basket ( /basket/ ) - Entered data /order/ - Placed an order - ( /order/?ORDER_ID= ) - on the last put url: matches. Made a trial order does not show achievement of the goal. Why ????

The step placed the order order/?ORDER_ID= must be written as url: contains, since each url will have its own order ID and it turns out that the url does not match.
Here's from Metrica's Help:
"url: matches". Specifies the full URL of the landing page;
"url: contains". Part of the URL is specified. As a rule, this option is used if there are several landing pages, and they can be combined by one condition. Specify as much of the URL as possible so that the goal is reached only on the necessary pages;
