Install a server and set up remote accounts. You can do this on macmini by installing osx server https://www.apple.com/ru/macos/server/
PS. They write that OSX Server is no longer a cake!
Then from the alternatives or Apache Directory (LDAP server + Kerberos) + Apache Directory Stydio (GUI) - https://directory.apache.org/ or for example 386 Directory Server - https://directory.fedoraproject.org/
