How to set up a log in Linux using the system's built-in tools?

Good afternoon, help me set up standard logs in linux. The goal is to configure the system so that it can log all user actions WITHOUT installing additional packages such as audit, etc. At the moment, I have mastered the registration of user logins, but I am not able to configure the registration of opening or launching a user of something or launch attempts. There is also no standard syslog, instead there is syslog-ng. Is it possible to somehow supplement the standard logs? Or where to read about this topic.

The standard syslog is long dead. If legacy syntax is needed, install rsyslog.
