How to set up a redirect on all ports (or on one specific) in Windows 7 from the address 127.0.0.1:PORT to 127.XXX.YYY.ZZZ:PORT. Instead of letters, it is clear that the numbers.

Address 127.* is the loopback interface. And not only 127.0.0.1, but any of the network 127.0.0.0/8. Quite intelligibly it is described on Lurk:

The loopback interface driver is trained to respond not only to requests to 127.0.0.1, but also to any address from the 127.0.0.0/8 network - this is easily checked using the routing table or the ping 127.128.129.130 command. Some programs actively exploit this ambiguity: for example, the ntpd time server uses the address 127.127.1.0 to access the computer's own clock, the address 127.127.20.0 to process the signal from the GPS receiver, etc. Remote Desktop in most versions of Windows usually does not allow you to connect to your IP as 127.0.0.1, but it allows you to 127.0.0.2, etc. And the addresses are running out!
The fuf.me domain also leads to a loopback, as do some other addresses.
The same IPv6 loopback is 0:0:0:0:0:0:0:1 aka ::1.
