How to set up 2 network connections in Centos?

I'm interested in this question: there is a server on centos 6.5, there are also 2 Internet channels - one with a static IP (256kb / s) the other with a dynamic one (128mb / s).
Is it possible to connect two channels so that the IP address is static, and the Internet itself is 128mb / s?

No, since each channel has its own IP address and routing to it from the provider.
But you can do balancing between channels, for example like this:
