How to set the time on the server?

Current default time zone: 'Europe/Moscow'
Local time is now:      Thu Oct 20 19:02:46 MSK 2016.
Universal Time is now:  Thu Oct 20 16:02:46 UTC 2016.

In the database, records are set to 16 hours, although now it is 19 hours.
How to fix it?

Perhaps the database uses UTC time
