How to set the minimum order quantity?

Online store selling products, products added. The management asked that sales on the site be carried out in packages. Now there is a product and the price for the product is indicated. I know the number of goods in 1 package.

When ordering, the client sees the price per unit, and should see the quantity in the package itself (I will indicate through the attributes) and when ordering, the quantity should be considered exactly as the number of packages and not pieces of goods. I can't figure out how to organize it.

The end result for the client:
- Sees the price for 1 item
- Sees the number of items in the package
- Sees the price per pack
- Quantity to add to the cart to be considered packs

Please advise the solution.
