How to set the default price in the trade catalog?

To always create records in b_catalog_product and in b_catalog_price, by default values, if the corresponding fields are not filled in

Even if the user has read-only access to the "Sales catalog" module

Problem solving is based on events:
- OnAfterIBlockElementAdd we catch the list of IDs of created products.
- OnBeforeLocalRedirect create entries if they do not exist according to the data received in OnAfterIBlockElementAdd.
