How to set the correct time in Google Calendar?

Haven't seen this problem here yet. On an android phone, Moscow time is GMT + 3. I start the task, set the time to 11:00, the alarm clock shows 12:00. That is an hour shift. On all other devices (second Android, iPad, web Google Calendar, the time is shown as 11:00 when editing and 12:00 when displaying. All this happens if the time is synchronized with the operator (Use the time value set by the network, Tele2 network). How I just remove the time synchronization on the device with the operator, the SAME task starts showing the correct time.The phone's time does NOT change.Glitch Tele2?
