How to set sheet scale "Fit 1 page wide and 1 page high" in PHPExcel (need example code)?

If this is Excel's "trick", which itself calculates the scale based on the size of the content, then how to set the "% scale from natural size" (need sample code)?
How can PHPExcel calculate the content (cell) width/height in convertible units (points, mm...)?
