How to set permissions in apache to access the public_html folder?

Now if you do not set the rights "777" for downloaded files, then it gives access denied. What did I miss when setting up? (worth arch)

Well, 755 for folders and 644 for files is usually enough. What happens with these?
Does the user match the one from which you launch the site?
