How to set permission="clipboardRead" in Chrome to the browser itself and not the extension?

I want to use the Document.execCommand("paste") function on pages in JS , and for this I need to give permission "clipboardRead".
I don’t understand whether it is possible to give this permission to the browser as a whole, and not to a specific extension (extention) and how.
