How to set encoding in OpenSSH windows client?

Hello!
The virtual machine is running Ubuntu Server 16.04.
The locales are as follows:

Installed the OpenSSH client on the host machine (Win8.1) and connect to the server via cmd.exe:

See this disgrace? The encoding is not displayed. I don't know how to fix. There are answers for PuTTY everywhere, not a word about the command line. Although no, there are suggestions to use chcp, but this does not lead to anything.
