You cannot specify a specific application.

This has nothing to do with routing, routing is the definition of the route (path) along which the traffic will go. It determines where the traffic will go, not who goes first.
For flexible priority settings, you need special software or a router that can do this.
For example, in mikrotik, you can mark traffic and set a priority for marking.
