Maybe something needs to be added to the manifest or something else? Although the default application for spam calls is in order - a similar window appears. Tell me who knows what he is missing ..

Settings have been changed in Android 10.
Most likely the application was written for the old android and the new one has problems. You need to wait for an update or rebuild the application yourself
